PLEASE see your telegram No. 176 of the 31st October: Inspectorate-General of Customs.

I wrote to Sir R. Hart and told him that we did not see our way to postponing our demand for the fulfilment of the pledge given by the Chinese Government on the 19th February, 1908. I added that you would be instructed in this sense. R. Hart suggests that we might postpone any further proceedings in the matter until his return to China, and asks for an interview with me before his departure. I fear that I shall be unable to see him before the 16th, but we might, I think, warn the Chinese Government at once that the fact of Sir R. Hart having again put off his departure for China does not in the least alter our decision to hold the Chinese Government to the pledge given to us in February 1908.

If you concur, you should communicate with the Wai-wu Pu accordingly.
